The SEC enforces under the Exchange Act and the Securities Act. The definition for “Security” in both acts have numerous devices that could qualify as a security, such as option, bonds, stocks, investment contracts, etc. Nothing in either act says that cryptocurrency is a security. Nothing in either act says that cryptocurrency is not a security.
